After years of debate on how Congress can address turmoil in college athletics, Senators Ted Cruz of Texas and Maria Cantwell of Washington have drafted a bipartisan bill set for introduction next week.

The legislation targets key issues from the shift in college sports, such as the transfer portal, name, image and likeness deals, program cuts and funding shortfalls for athletic departments. Sources say the bill could bridge divides in Congress by setting rules on transfers without penalty, sidestepping employment status for athletes, structuring NIL and blocking eligibility workarounds to NCAA guidelines.

President Trump signed an executive order on college athletics that covers the transfer portal, eligibility for five years of play in five seasons, NIL structure and other matters. Trump noted the order might face court challenges and lacks binding force.

Recent movement suggests the SCORE Act could hit the House floor next week. Even if it passes there, bipartisan Senate agreement remains a hurdle.

Trump also created a committee to back such legislation. Athletic directors and commissioners have advised Cruz and Cantwell, who drew input from that panel.

The bill would establish a governing body for clear rules on changes, with college administrators agreeing on enforcement. It covers third-party NIL deals, enforces the House settlement's revenue-share cap and offers protection for state NIL laws amid lawsuits.

Midterm elections and a congressional recess loom, pressuring leaders to act on the Senate floor now.
