Rubio's White House Remarks on America's Perpetual Improvement Spark 2028 Presidential Buzz
A viral clip of Secretary of State Marco Rubio outlining a hopeful vision for America's future at a White House briefing this week has fueled talk of a possible 2028 presidential run.
Rubio, in his first White House briefing before an overseas trip, responded to a question about his hopes for the country. He described America's story as one of perpetual improvement. The 53-second answer, including a campaign-style video from Rubio's team, drew millions of views on social media.
Every comment from Rubio draws scrutiny as a potential sign of a White House bid to succeed term-limited President Donald Trump. The clip amassed over 6 million views on X. Rubio's team released a minute-long vertical video featuring the secretary, Trump, jets over the White House, diverse Americans, the late President Ronald Reagan and the American flag. Posted on Rubio's X account, it garnered more than 3 million views and caught the eye of MAGA figures.
Right-wing activist Laura Loomer, an ally of Trump, retweeted the video and wrote, "Wow! This looks like it could be a launch video for a Presidential campaign. Amazing production quality and vibes." Elon Musk retweeted a separate clip of the remarks.
Vice President JD Vance remains the clear frontrunner in hypothetical 2028 Republican contests. Rubio supports Vance, telling Vanity Fair late last year, "If JD Vance runs for president, he's going to be our nominee, and I'll be one of the first people to support him."
Rubio spoke ahead of Thursday's meeting with Pope Leo XIV at the Vatican, amid tensions from Trump's recent criticism of the U.S.-born pontiff. "My hope for America is what it’s always been," Rubio said. "I think it’s the hope I hope we all share. We want it to continue to be the place where anyone from anywhere can achieve anything, where you’re not limited by the circumstances of your birth, by the color of your skin, by your ethnicity, but frankly, it’s a place where you are able to overcome challenges and achieve your full potential."
"I think that should be the goal of every country in the world, frankly, but I think in the U.S. – we’re not perfect. Our history is not one of perfection, but it’s still better than anybody else’s history," Rubio added. "And ours is a story of perpetual improvement. Each generation has left the next generation of Americans freer, more prosperous, safer, and that is our goal as well."
The devout Catholic secretary continued, "But it is a unique and exceptional country and, as we come upon this 250-year anniversary, I think we have a lot to learn and be proud of in our history. It is one of perpetual and continuous improvement, where each generation has done its part to bring us closer to fulfilling the vision that the founders of this country had upon its founding."
Rubio's profile has risen with added duties, including the U.S. operation in Venezuela and the war against Iran. He placed second with 35% in the March 2028 Republican presidential straw poll at the Conservative Political Action Conference, up from 3% a year earlier. Vance took first at 53%, down slightly from 61% last year but the highest for anyone besides Trump in CPAC history.
Trump has praised Rubio as "the greatest secretary of state in history" and called a Vance-Rubio ticket "unstoppable." Last year, Trump described Vance as "most likely" his heir apparent, adding, "In all fairness, he's the vice president." In an NBC News "Meet the Press" interview, Trump called Vance a "fantastic, brilliant guy" with an advantage as vice president if outstanding.
